That's the opinion of The Child Law Project which is an independent agency tasked with letting the public know what happens in the courts when Child Protection Orders are made.
Neither the public not the media may attend these court hearings in order to protect the anonymity of the child and their family.
CEO of the 'Child Law Project', Dr Maria Corbett says some of what the group has learned in court is concerning.
Delays and difficulties in accessing suitable placements were often cited as a factor in the deterioration in a child's wellbeing.
Speaking to RedFM News, Dr Maria Corbett says these vulnerable children need carefully planned and co-ordinated care, but instead they get a "crisis response" :
"What's happening at the moment seems to be a sticking plaster response. So we have a case of a child who needs a placement and the effort is put into finding a placement, it might not be an ideal placement and might be in a hotel or a holiday home or B&B, but there is a placement found. What we really want to see is to move away from that individual crisis response to really looking at how can we plan for the type of placements that we need, so making sure we have a clear plan that will ensure that these children have a placement not just this week or next week, but in three months time."
