Focus Ireland says the shortage in social and affordable housing is driving up homelessness.
It says most emergency homeless accommodation is now full, leading to a rise in 'hidden homelessness' which isn't reflected in the latest figures.
10,500 people accessed emergency accommodation in June, the second highest figure on record.
