The proposed laws, which would allow certain industries and workers to be given priority to fill up on petrol or diesel, are due to be fast-tracked through the Oireachtas.
However, Environment Minister Eamon Ryan says there's no immediate risk to oil supplies in Ireland.
CEO of Fuels for Ireland, Kevin McPartlan, says a contingency plan for an oil shortage is already in place:
"One wonders whether they're really new powers or whether it's just actually kind of consolidating the system was already there. There has always been a plan within the Department of Environment ,Climate and Communications, which has been drawn up along with industry- we're central to drawing this up- to deal with any oil supply emergency. Now, in the last 10 months since the invasion of Ukraine, there's obviously been a far sharper focus put onto that plan and the work on developing it and improving it has been very considerable."
