SIPTU's started its consultation process ahead of a ballot for industrial action.
Public service members in the Health, Local Authority, Education and State sectors will begin discussions on the issue today.
The Union's Deputy General Secretary John King says balloting for industrial action will begin on the 29th of August, if there is no successful outcome to the talks on a review of the existing pay deal.
