EU leaders are gathering in Brussels for a Special European Council Summit on Ukraine.
Taoiseach Micheál Martin will be among those discussing the fallout of the war.
It had been hoped fresh sanctions on Russia could be agreed via a ban on oil imports.
But those plans look set to be watered down after opposition, particularly from Hungary.
Prime Minister Victor Orban, often seen as Putin's closest ally among EU leaders, is concerned about the impact on his economy which is heavily reliant on Russian oil.
There's potential for a watered down agreement to be made, which would see oil tanker imports banned but allow Russian oil to be brought into the EU through existing pipelines.
The summit here will also focus on the economic fallout of the war.
While it's impact on the cost of energy in member states and potential further responses will be discussed.
