A network of organisations working to improve Ireland's response to violence against women says the lack of refuge places needs to be urgently addressed.
The Irish Observatory on Violence Against Women report says the number of refuges, safe homes and other emergency accommodation strategies must be increased to 500 to reach the Istanbul Convention’s standard.
It says there are currently 319 refuge beds available.
Orla O'Connor, Director of the National Women's Council, says more needs to be done in eliminating violence against women:
"Ireland rates really poorly when it comes to keeping a record and data in relation to violence against women, and we really want to see that changed, because then we can be more effective in terms of where we're providing support and where we're targeting services."
