The Red Cross has asked for access to a facility in eastern Ukraine where around 50 people died in a shelling yesterday.
Kyiv and Moscow are blaming each other for the bombing in the rebel-held Donetsk region.
The Red Cross wants to provide life-saving support to dozens of people who were injured at the site, which was housing Ukrainian prisoners of war.
