Ireland's EU Commissioner says Europe was preparing to impose sanctions on Russia before its invasion of Ukraine.
Mairead McGuinness says the bloc didn't expect war, but was ready for the possibility.
Talks are continuing on a sixth round of sanctions against Moscow, however some countries are blocking its oil imports ban.
Commissioner McGuinness says the EU needs to be ready for every eventuality, including the potential for Putin to cut off gas supplies:
"We launched very strong proposals around how we act more urgently to wean ourselves off Russian gas. When you ask 'Could it happen?' We have to be prepared for every possible scenario. In one sense, we were aware that a war might happen - expected it not to. But we were preparing our Sanctions Team, for example, before the start of this year. So we have to be mindful that we do not know what goes on in the mind of Vladimir Putin".
