The HSE has paid private recruitment firms 15.5 million euro since 2020.
It spent nearly €10 million last year alone, including payments of over 2.5 million to two companies.
€2.6 million was paid out in the first six months of this year.
The HSE says the money was spent on recruitment advertising costs, placement fees and some agency pay.
