A maximum of 50 are now allowed indoors as part of the latest measures to ease lockdown restrictions and reopen the economy.
However, Dr Cllian De Gascun says a recent increase in cases and clusters suggests people aren't restricting their social network as much as they'd like.
He says bigger gatherings should only be in large indoor spaces:
