From this morning people arriving to Irish ports and airports must be able to show a negative lab test for Covid-19.

The measure was supposed to be in place on Friday, but was put back because the regulations hadn't been signed.

The European Consumer Centre says many who booked flights within the EU in recent weeks, have cancelled due to changing restrictions.

Doctor Cyril Sullivan is Director of the European Consumer Centre in Ireland.

He says if flights are not cancelled by an Airline or are part of a package holiday, refunds can not be guaranteed.

"Where a consumer or near passenger decides not to take a flight because the concerns about COVID-19 are due to government restrictions is perfectly final, Unfortunately there may not be able to recover their money if flight is has not been cancelled by the airline or if it has not been booked as part of the package holiday. so we just suggested consumers should still contact the airlines because some airlines are still providing options such as vouchers, credit notes, and the possibility for rebook a flight reservation."
