An Bord Pleanála will be given a new name, and face fines for delayed decisions under new plans to overhaul the planning authority.
They're among the changes included in the Planning and Development Bill, which is expected to be approved by Cabinet tomorrow.
Under the bill, councils will be able to acquire more vacant properties through compulsory purchase orders, and fewer people will be able to take judicial reviews of decisions.
Political correspondent with the Irish Examiner Paul Hosford says the government hopes these changes will speed up the current planning process.
"It will follow the structure of some of the other commissions that we have in that it will have one head and then up to 14 commissioners who will be responsible for overseeing planning.
"he idea it has been around for as long as this government has, to really overhaul what we do in planning, make things faster, make things more streamlined.
"And one of the things that will be contentious is the idea of limiting judicial reviews. There'll be limits to who can take judicial reviews.
