The Finance Minister says any tightening of sanctions on Russia must hurt their economy, rather than Europe's.
Pashal Donohoe's meeting Eurogroup Finance Ministers to assess the impact of the war in Ukraine.
However, he says they would have to think carefully before ending the purchase of oil and gas from Russia.
"We're going to assess what further actions are needed to assess the impact of our sanctions so far. But I do think we need to be continued to be careful that we put in place measures in which the greatest cost sits with Russia, rather than with Europe."
