The Taoiseach says he's in favour of a universal levy to replace the TV licence.

The Irish Independent reports Micheál Martin as saying it would be the more "sustainable approach" to resourcing media.

Earlier this year, the government rejected the Future of Media Commission's suggestion to replace the TV licence fee with funding taken from general taxation.

A new cross-departmental group has been set up to look at how to increase enforcement of paying the fee, as there's an evasion rate of around 15 per cent.

Former Communications Minister, Fine Gael's Richard Bruton, says a household levy could possibly be a fairer approach.

"Once you get rid of evasion and broaden the base, everyone who's been paying it pays less so most of the compliant people will be better off as a result of a switch of this to some other base.

"I think the resistance politically is that Revenue don't want to be collecting a service charge
