New laws will bar residents' associations from taking high court actions against planning decisions.
The cabinet will tomorrow consider proposals from Housing Minister Darragh O'Brien to radically overhaul the planning system.
Taoiseach Micheál Martin has said housing is the coalition's highest priority for the new year.
He said changes to who can object are about making the system work faster.
