The discussions are taking place in a bid to prevent industrial action ballots next month.
Union negotiators say they'll engage positively in the Workplace Relations Commission discussions on public service pay today.
They say when negotiations were suspended in mid-June, the Government’s position had not reflected the reality of the cost-of-living crisis.
Unions say the Government has taken over two months to reflect on its position and increased inflation hasn't made it easier to reach an outcome they can credibly put to ballots of workers, as they struggle with soaring increases in the cost of fuel, food, housing and childcare.
They insist the Government must put forward a better pay offer to prevent industrial action ballots going ahead next month.
