The Commission of Investigation's findings are due to go before cabinet tomorrow.
They are expected to show 9,000 children died in the 18 institutions looked into.
Details of the report were leaked to the Sunday Independent yesterday and Michael Martin, who'll issue a state apology on Wednesday, says the matter will be addressed.
