There isn't safe staffing on many of the wards in hospitals and in emergency departments.
That's the view of Sinn Fein TD David Cullinane who says that means the slack falls to those who are working in those areas.
He isn't surprised there's a ballot for industrial action by the Irish Nurses and Midwives Organisation over unsafe staffing levels.
