Mica homeowners claim the concrete block levy will see their rebuilding costs increase by tens of thousands of euro.
The charge was originally introduced at 10 per cent, but has been reduced to 5 per cent.
It was due to be introduced in April, but is now expected to be delayed until September 2023.
