Ireland South MEP Sean Kelly is calling on the Government to introduce a whole new regime to deal with planning.

He says the only way to reduce carbon emissions is through the creation of new infrastructure.

The existing legislative framework, he says, delays development.

Sean Kelly says the entire planning system here discourages investment and delays the reduction of carbon emissions:

"Projects which fit into the whole reduction of emissions take too long to get planning permission, especially in Ireland. It's too easy to object. We have serial objectors. Permitting takes too long. Businesses need to be helped to get their business up and active."
