The Integration Minister says 300 of the 700 modular units earmarked for Ukrainian refugees will be delivered by late May.
Roderic O'Gorman blamed the 'geography' of the sites for the six-month delay.
According to the Irish Examiner, the plans for the homes were delayed in some areas due to opposition from local communities and protests.
The first homes are being built on seven sites around the country at Mahon in Cork, Cavan, Claremorris, Sligo, Thurles, Laois and Tullamore with construction underway
Minister O'Gorman says the first seven sites will be ready by the early summer.
