Households are to get three energy credits worth a total of €600 over the next six months.
Businesses meanwhile will be given up to €10,000 a month to deal with rising energy costs.
Chief Executive of ISME, Neil Mc Donnell, says businesses also need long-term measures, given the current crisis.
"We don't know where the end point of this is, and we know that Europe is going to substantially orient away from Russian supplied gas.
"That has implications into the winter of 2023 and potentially beyond, so yes we're going to need to see something that if necessary has to be longer lived than just this winter."
