The Finance Minister says he'll consider a provision where businesses which only accept cash payments would have to offer card payments also.
It comes as shops and cafes could be forced to accept cash payments under provisions outlined in a draft bill.
Banks will also have to offer 'reasonable access to cash'.
Finance Minister Paschal Donohoe says he would question why some businesses don't offer card payment options.
