Up to 80 per cent of the cost of small projects, like attic insulation, will be covered.
While grants of 25 thousand euro are to be made available for full retrofits - covering half the cost.
Minister Eamon Ryan says everyone will be able to benefit:
"This is the way to protect people from fuel poverty we use the carbon tax revenue to help people who are having trouble this social project as well as an environmental work."
