The continuing cost-of-living has seen more than 180,000 claims for emergency assistance from the State over the past 15 months.
The emergency payments cover basic necessities like food, electricity and heating.
The Sunday Independent reports a third of these claims have not been paid out.
More than 21,000 applications for help have been refused and thousands more either withdrawn, pending or cancelled due to insufficient information.
