It's expected Cabinet will discuss the unwinding of restrictions on the benefits of bankers this morning.

It's part of a busy Cabinet agenda which also includes changes to laws around organ donation.

Finance Minister Paschal Donohoe is bringing a report into retail baking to Cabinet which is likely to pave the way for the lifting of restrictions on bankers bonuses.

The €500,000 a year cap on bankers' pay is also expected to be gradually lifted as the State continues to sell its shares in the bailed out banks.

Separately Health Minister Stephen Donnelly will bring details of a bill which introduce an opt out system of organ donation.

It will be assumed someone has given consent for organs to be donated unless they opt out.

Agriculture Minister Charlie McConalogue will reveal plans for fines of up to 10 million euro for companies involved in unfair trading with farmers.

Housing Minister Darragh O'Brien will seek approval to raise the threshold for social housing income by €5,000 from January.

Higher Education Minister Simon Harris will update colleagues on plans for the state to jointly build new student accommodation with universities and colleges.

While Education Minister Norma Foley will outline €100m in grants to schools to meet cost of living costs.

Ministers pushing to get things over the line, less than three weeks out from the planned Cabinet reshuffle.
