Gardaí at Anglesea Street say there is water on the road at Morrison's Island, Union Quay and South Terrace, however the roads are passable.
In an update on Twitter, the council say the flooding is expected to clear soon and is advising motorists to use caution.
The city council issued a warning last night that areas such as Wandesford Quay, Lavitt's Quay and Morrison's Island may experience low level tidal flooding at 6:40am.
