The rent-a-room scheme looks set to be extended to people living in council housing.
It's hoped the move would see between 14,000-28,000 thousand new homes become available.
Currently those who own their own homes can rent-a-room and earn up to €14,000 a year tax free.

Gardaí are investigating after the body of a man was discovered in West Cork yesterday.
A member of the public found the man's body in the Quay area of Bantry town at roughly 10 o'clockin the morning.
The man, aged in his 50s, was pronounced dead at the scene, and taken to Cork University Hospital for a post mortem at a later date.
Investigations are ongoing.

Flights are getting back to normal this morning after as many as 40 thousand passengers were disrupted following strike action by French air traffic controllers over the bank Holiday weekend.
Ryanair cancelled 220 flights.
It said the impact of the ongoing strikes by French airport ATC staff were completely unacceptable.

The Youghal RNLI Lifeboat Crew escorted two people to safety yesterday.
The 5.5 metre RIB in which they were travelling had broken down due to engine failure five miles south east of Youghal harbour.
The lifeboat was launched at 3.32pm and reached the vessel within ten minutes.
When the lifeboat crew arrived on scene the people on board the RIB had succeeded in restarting the engine, and did not need further assistance, but requested an escort back into Ferry Point in Youghal in case the vessel got into difficulty on board.
