The President of Cork Business Association says he can't see how forcing building owners to convert their properties into housing could work. His comments come as Lord Mayor Cllr Dan Boyle called for the introduction of "use it or lose it" legislation to encourage business owners to develop their vacant "over the shop" spaces for housing.
