New regulations, expected to take effect in the next two months, will see the introduction of a 20-kilometre-per-hour speed limit.

Front and back lights will also be mandatory, while those under 16 will be banned from using electric scooters.

Around 40 per cent of all injuries are connected to the head, face, or neck.

Chair of the RSA, Liz O'Donnell, says mandatory helmets would have been preferable - but hopes they might be added in time:

"I am concerned about that and the Road Safety Authority will be giving strong guidance and advisory to members of the public to wear helmets. It's not in the regulations, but I do hope that if evidence proves we are evidence based on if evidence proves that there are more serious head injuries that the minister will be able to flex"
