A site on the Kinsale road which has lain idle for 16 years is set to be redeveloped.
The County Council received an application in March to build a new primary care centre at the former Creamfields CMP site.
The report said that it was 'at the heart of the SláinteCare vision' to expand services in the area.
The proposed seven storey care centre will include a ground floor pharmacy, GP and medical offices, as well as other HSE services.
