Plans for a residential development at the Bessborough Mother and Baby Home Site have been refused.
Cork City Council refused the plans on Friday meaning building the proposed two stepped buildings which included over 90 residential units and a creche will not go ahead.
The congregation of the Sacred Hearts of Jesus and Mary ran the mother and baby home between 1922 and 1998.
Two mother and baby home support groups have made oppositions to developing the site as it is unknown where 859 children that died at Bessborough are buried in the grounds.
Speaking to RedFM News, Local Councillor Dan Boyle says until a full investigation is carried out, they cannot develop the site:
"There needs to be an agreement between where the burial remains are. The victims groups have a fairly clear idea where they believe they are and they believe they've done a lot of work in identifying it. There needs to be a lot more clarity. Their lease needs to be a better attempt to find out who sadly has been buried in Bessborough and how and when before any property development happens in the area. And I don't think there has been an attempt to do that properly yet."
