The northside has slipped "to seriously littered" in the latest Irish Business Against Litter survey.
It also placed in second last position in the ranking of 40 towns and cities across the country.
Cork city centre and Mahon have improved to "Clean - to European Norms".
Speaking to RedFM News, Sinn Féin councillor Michelle Gould says the northside shouldn't have been included in the first place:
"Well, to be honest, it's an absolute disgrace that the northside has been included in this report. Communities are being let down by the council. There are leaving homes to rot in these communities and boarded up houses are a magnet for dumping. There were cuts in 2008 and 2009 in the cleansing department."
