North Cork Creameries has rejected claims it was behind a major fish kill on the River Blackwater.
An EPA report found wastewater from the plant was 52 times over the permitted ammonia limit and may have caused pollution.
Angling groups estimate up to 50,000 fish were killed, with multiple agencies now investigating.
