The head of the HSE has warned the health service will be even worse off financially next year.
Bernard Gloster emailed the Health Minister just before the Budget saying this could pose a 'significant and punitive risk to the public.'
The email was released to the Irish Independent under Freedom of Information laws.
It comes after the Government announced a bailout for the health service of nearly 1 billion euro for this year.
