A driver with 30 penalty points was stopped by Gardaí on the lower Glanmire road yesterday.
The driver who was on a video call while driving was already disqualified from driving.
They were arrested and will appear before the courts.
6 other motorists were caught using their mobile phones while driving during the operation by Cork City Roads Policing Unit.
