The overhaul in the country's rental rules has led to fears that it could have the undesired impact of incentivising landlords to evict their tenants
The proposed changes would see the entire country designated a Rent Pressure Zone, however new builds will not have a cap anymore, and increases or decreases will be linked solely to inflation
The charity says the eviction of people from private rental properties is already driving people into homelessness with 650 adults in Cork accessing emergency accommodation in April - a record high
Speaking to RedFM News Paul Sheehan of Cork Simon says there are far too many unknowns and clarity is needed around the changes
"There is a lot of clarity missing on a lot of the measures that are being talked about. I think one good thing is that if the ban on no fault evictions for six years comes into place for existing renters, and new renters that will introduce some degree of security of tenure for people"
