The Irish Nurses and Midwives Organisation says 2019 is the worst year on record for hospital overcrowding despite it still being November.
Over 108,300 people have gone without beds so far this year, breaking last years record high by over 100.
The INMO has written to health and safety authorities this week and say hospitals should be a place of safety and care - not danger.
