Most businesses have closed their doors today
Hospital appointments and court services are also cancelled.
The CUH has cancelled all non-essential activity for today - The Hospital Emergency Department will remain open, but CUH asks that only emergency patients attend the hospital.
Visitors are also asked to delay their attendance for the duration of Code Red warning.
The Government's National Emergency Co-Ordination Group is due to meet to discuss the situation.
Its Chairman Seán Hogan is warning people to stay indoors.
